Hall of wisdom and justice where is it?????
   

I am looking for the Hall of Wisdom and Justice, where is it? I need to speak with Mehra Milo........Please Help

I believe they are in the Temple District of Vivec. Either walk around the cantons over the bridges until you get to the Temple District or just pay one of the gondola drivers to take you there for about 1 or 2 gold.

If the Temple District isn't one of the options to travel from the gondola driver you talk to just go to one of the other Districts instead and try the gondola driver there. I believe the drivers in the Foreign Quarter and the House Hlaalu Quarter can both take you to the Temple District.

it's the "floating meteor" on the right of the palace and above. you can get there by paying a tribute to the shrine that is left of the stairs while facing the palace stairs which gives you levitate 100pts for as long as you don't rest or travel by boat
