Holy Arrow
   

what exactly does holy arrow rune do for paladin, i did attack a citizen but it did no damage, must it be on a monster?

The monster must not be undead. The rune holy arrow works on any enemies that are marked by the game as evil, this includes orc, dragons, seekers, skeletons and the like, animals and most townpeople are not marked as evil and therefore take no damage form this spell.

the holy arrow is like a small destroy evil it only hert evil like: orcs, dragons, seekers, skeleton (i thing), lizerdman, dragon snapper (but not normal snappers) and more
