Can't find Fortuno in Sect Camp

I think I need to find him and give his weed to that man that's bugging me for it. But I can't find him. I've wandered endlessly around both levels of the camp to no avail, and even picked some of the weed, but that wasn't good enough. Anyone know how to give directions relative to the entrance to the camp? I'd really like to go and talk to Dusty and get back to the Old Mine, and this is stopping me.
