because just like Mud from Gothic, just like Orko from the He-Man series, Jar Jar was a joke, a clown placed into an otherwise dead-serious environment for the sole purpose of being the fool, something to laugh at, like the village idiot
ugh, I was so disgusted with that thing in Ep 1
