Puzzle Canals--Vivec
   

I am trying to get through the Puzzle Canals under the Temple. On level 3 there is a shrine it gives a riddle about drinking the holy water to enter. I tried water breathing spell and then levitated to forcefield, no effect. I then tried to drown myself for a bit, levitated, no effect.
Does anyone know how to solve the puzzle to the puzzle canals?
