Why does Mathew not care about further evidence about Weapon
   

I have finished the Missing persons' quest, and have met all the Circle of Water members at that inn.

I decided to go back and finish the Weapons Dealers quest. However, Matthew is now in the inn (centre of Khorinis) and doesn't want to talk to me about further evidence regarding the weapons dealers.

Once you have completed the Missing Person's quest and arranged for the Circle of Water members to meet at the Tavern can u no longer solve the weapons dealers quest?

You can, simply let him get back to the city. Run over to the city or spend a night and then go to the city. Also, make sure you have 3 pieces of evidence on you (bandit rapier, ring and the letter).

But, as I wrote somewhere else, I wouldn't yet finish that quest. I would first speak with Fernando in CH2 (and NOT mention anything to him about the weapons and such), get his quest for Valley of Mines, then also complete it and get the reward from him, and THEN turn him in. Additional baubles as quest rewards are always handy
