I became a fire mage, and am currently on the 4th circle at lvl 20. But he won't teach me anymore than the 4th and won't let me buy the High Fire Mage Robe.

What is there a level restriction or do I have to wait for a certain chapter?

You will get to go to circle 5 later in another chapter witht he wter mages and again later to 6 with the necromancers.
