Skills for Haalu?

Does anybody know exactly what level your skills have to be to advance in House Haalu. I have a sponser but he won't advance me because I lack the skills

Look at your inventory where you see all your skills, scroll down and you should see Factions, move your mouse over House Hlaalu and it will tell you all you need to know
