As the subject asks...What answer is Horatio looking for? How do I get the answer to make him give me more str.?

You've got to talk to one of the rouges in the bar establishment of the NC. He will tell you something about Horatio. After this, you will be able to talk to H. and get training.. However, there might be something that trigers that NPC in bar to tell me the story.. I guess you just have to experiment.

Talk to Jeremiah
You can find Jeremiah, inside the Bar in the lake in the room behind the counter - he distills and prepares the Rice Schnapps. Just talk to him and then go talk to Horatio again.
