Ring lady outside Ald Velothi
   

If you know who this is, I can't remember her name, but she wants me to look for her ring in a pond. When you go to search, a cloaked guy comes up like he's going to ambush you, but does nothing, and when you talk to him, you only get the goodbye option. I can't find a ring, but I figure that the ambush is supposed to happen, and is bugged, or the ring just isn't there by fault of bethesda soft. Is there a way to do this quest?

The cloaked guy is actually a ghost, and I'm not sure what his quest is yet. But he won't attack you.

The ring is actually there . . .
   

I had quite a bit of trouble finding that ring myself, so I used a water walking spell so that I had a better view of the pond floor. The ring was there, near the front and on the lefthand side from the perspective of someone walking down the path from that lady. The two of them do attack you right after you pick up the ring and even before you talk to her again, though, so watch out.

Yes, the ring is there and you will be attacked if you pick it up - they'll say something about good deeds always being punished or something.
Just a little help for you all: there's a very small exploitable ... well I wont even call it a bug - just a polygon error - which makes the water "go away" i.e. become 100% clear so it's easier to see stuff if you find the exact right way of looking into the water with your face halfways beneath the surface and halfways above in a certain angle. It's a bit tricky to find the right angle, but if you do, it's a HELL of a lot easier to spot the damned thing.
The ring is close to a plant under the water by the way if that helps any.

The cloaked guy is not a ghost. He has an invisibility item.
