Blank Runes

I cant find any blank runes to make a fire arrow rune.

I went to contantino he didn't have any the I went to zutis neither did he and I went to gorax and none from hiw does anyone know where some blank runes arw?

just complete pyrokar's quest and u'll get one

If you get the info about the VoM, the merchant in the Upper Quarter will give you a key. It opens a chest with a blank rune.

He has to be a mage before he gets premission to enter the VoM. To get a blank rune just finisch the quest Pyrocar gave you.
