one handed weapons trainers that can teach from 60 to 100 pe

I'm playing as a paladin and i need to find trainers that may teach me one handed combat over 60%

There's a fellow near girion in the yard next to city hall. Girion trains 60 to 90 for two handed so maybe the other named one trains one handed. Never went beyond 60 in one handed so don't know for sure. I think his name is cedric?
