There are about 10 "Baal's" in the game.

There's more than one baal...bahl....bawl... in the old camp to talk to just look for the campfires they'll be hanging around them smoking dat fine fine swamp weed. |

Damn. I know how to deal with all the Baals, but I cannot remember their names... =)
Is he in New Camp, Old Camp or in the Sect Camp?
Where does he stand?

He who helps you get to the sect camp?
Whatever, even if he cannot be talked to, you will find the sect camp sooner or later, without needing him.
