as the winch in the minecrawler quest? Bug?

It can sometimes be susceptible to this, so save before you use it.

I have never had a problem with any winch in the game that was supposed to open at the time it was ment to me used.

Just go up to the winch and use it.
Hold the use key and up arrow key until the gate is fully open.
