Ok i'm in the mine and and i can't get the mandibles from the minecrawlers do i have to talk to some one to learn the skill?? |

When you first got into the mine there was a templer standing next to the store there, he can train you for 1 skill point.
Or outside the mine at night near the entrance a named templer that can train you for free.

Right, better don't take out named people unless a quest tells you to do so. Even then just beating them up will be enough most of the time.
