where and how can I learn lockpick? Thorpen will not

Thorben can teach you if you have completed his quest (get the blessings).

Ramirez can teach you if you join the thieves guild.

I also believe Lares or Diego can teach you if you bring them on your ship in chapter 6.

Thorben is best and easiest trainer to get that skill from. Can get it literally right at the start of the game.
