If you look around the camp you will see a number of huts in a semicircle. One is called Ashkan's Yurt. The person you want to speak to is in there.

Maybe if he liked you better he would talk to you. My reputation with the mages guild is pretty high and I am a member so I never had a problem getting an answer from him.

Click on the spell you want to cast. Then hit R to "ready" the spell. Then click the left mouse button to cast it.
