Use a scroll of Ondusi's unhinging or Ekash's locksplitter, these are unlocking scrolls.
Ondusi unlocks 40-60 I think
Ekash's unlocks 100 points.
Look for these scrolls at your local mage's guil ... |

My strength has capped at 100.  Is this race specific? Will I never be able to carry more than 500 weight units? Can I enchant or something to boost ... |

No, the rings have a magical charge used to power the spell. This charge regenerates itself. Just use it over and over.
The charge if the item is very clearly displayed when you move the pointer over ... |

You could try finding a scoll of Ekash's Locksplitter. It opens 100 every time, but that also means it's more rare... |
