According to data in the editor, the only requirements for joining the Thieves Guild are 30 Agility and 30 Personality.
I doubt that you don't have these at a high level, so...it must be something li ... |

| You should have in your journal directions to take the road northeast of the lake. Do so. Punabi is just slightly north of the lake, as it turns out. Be sure to stick to the road. |

There's a main quest?
I've had no desire to go deliver that package and turn Morrowind into a linear RPG. So far I'm quite happy doing guild quests and exploring the world. |

If you purchased it, return the game for another copy. I have seen the case where two copies were defective in a row, but it's pretty rare. If you downloaded it...well, that's the price you pay.
