wich I did , I went to the high water mage and gave him focus and almanac but he didn't give me the quest ! Is this a bug ? how can I go on then ??

Ok it getting extremly frustrating. I am right after Y-berion's death , I went to the water mage to give him the focus but he didn't give me the focus quest , I know he is suppose to give me the quest ...
