As for the level. Level 8-10 should be enough if you play chapter two as it is intended (The stealth approach, avoiding the though monsters).
Dunno about ranged weapons, but Dex is very usefull for ... |

You also need a *scroll* with the Fire Arrow spell and finally a Rune table (there is one in the library).
Of course you also need to learn the spell (5 LP) |

There was a lump of ore in one of the fishes, a gold purse in another, I can't remember the third. i also think he restocks fish in ever ... |
