The fact that Pirates of the Burning Sea hasn't been released yet didn't stop the St. George Squadron Royal Navy guild from forming (in 2004?!?!), and the guild web site has an exclusive interview with the game's Lead Designer, Taylor 'Augustus' Daynes.
Lazarus: Now moving in to gameplay a bit more. One thing I, personally, am worried about is that there is a simple strategy to this game. Being higher level, or having more skills makes you win. Is this true, or is there a “player skill” strategy that will be useful?

Augustus: We’ve been consistent on this from the very beginning – player skill plays a major role in our combats. It’s not everything, by any stretch, but we believe player skill factors more heavily into combat than in the vast bulk of the MMOs on the market right now. This has a lot to do with how heavily movement and positioning affects ship to ship combat. There is no “Use a Brilliant Strategy” button you can press.
